			<content:encoded><![CDATA[<p>The government has announced it is intending to revamp the current scheme governing tax relief on charitable donations.<br />
&nbsp;<br />
The changes, announced by Minister for Finance Michael Noonan in conjunction with the recent Finance Bill, are set to take effect from the 1st of January 2013.<br />
&nbsp;<br />
The move is aimed at simplifying the current system of tax relief on charitable donations to “reduce the administrative burden on charities and the Revenue Commissioners of operating the scheme” the Minister said.<br />
&nbsp;<br />
The proposal is the result of ongoing talks between the Department of Finance, the Revenue Commissioners and the Irish Charities Tax Reform Group following the instatement of the new Government last year.<br />
&nbsp;<br />
Amongst other provisions, the government proposal involves a new composite rate of tax relief on charitable donations of ‘around 30%’ to replace existing higher and standard rates, with the benefit of the tax relief in all cases going to the charity.<br />

Dame Suzi Leather was appointed Chair of the Charity Commission in 2006- the independent regulatory body for charities in England and Wales.</p>
<p>She is a highly esteemed figure in the science sector and in 2006, was awarded Commander of the Order of the British Empire in the 2006 Queen&#8217;s New Years Honours List for her services. Prior to her role as Chair for the Charity Commission, Dame Suzi Leather has held the position of Chair with some of the UK’s top charitable organisations, most notable of which are the Human Fertilisation and Embryology Authority and the School Food Trust as well as being first Deputy Chair of the Food Standards Agency. Suzi was also awarded a MBE (Member of the Order of the British Empire) in 1994 for her services to agriculture and food safety.</p>
<p>Brian O’Gorman has enjoyed a long and successful career in housing. Brian joined Cluíd Housing Association in 1995 as its first employee and Chief Executive. Since 1995, Brian has been a pivotal figure in the rapid growth of Cluíd which is now one of the largest housing associations in Ireland. Brian was elected President of the Irish Council for Social Housing in October 2011.</p>
<p>Prior to his posts as President of the Irish Council for Social Housing and Chief Executive of Cluíd, Brian worked with Threshold, the housing advice agency and Focus Point working with families out of home. Brian was also a member of Dublin City Council Housing Strategic Policy Committee for eight years.</p>

&nbsp;<br />
Speaking to an audience of UK charity leaders, Dame Suzi Leather spoke on the need for charities to make funders aware of the running costs of charites.<br />
&nbsp;<br />
The Chair urged that a paradigmatic shift needed to take place in the way funders viewed investing in charities. She said that whilst funders often looked for immediate return on investment, it was up to the charitiy to educate on the necessity of running costs and to promote the notion of ‘slow charity’ and long term investment. </p>

			<content:encoded><![CDATA[<p>The Commission’s new ‘Risk Framework’ released on the 16th of January outlines a new regulatory framework for how and on what terms, the regulator will engage with charities on a range of issues, <a title="Civil Society" href="http://www.civilsociety.co.uk/" target="_blank">Civil Society</a> reported.</p>
<p>The document details that statutory inquiries will only be pursued in the most serious of cases, including: fraud or other criminal activity, misuses of a charity for terrorist purposes, ongoing and immediate risk to a charities beneficiaries, deliberate abuse by trustees.</p>
<p>The Commission currently provides an advice function to charities through various web-based resources. However the new framework stipulates that it will only provide individual advice to charities where not doing so will cause trustees to breach their legal duties. It will also provide individual advice to charities struggling with ‘complex charity mergers and restructures’.</p>
<p>The new regulatory approach comes in light of significant funding cuts facing the Commission, which will see its funding decrease by a third over the next four years.</p>

As the leading corporate governance charity in Ireland, promoting transparency and accountability within the Irish not-for-profit sector are at the top of our agenda. Our first ever Annual Report embodies both these values.<br />

The completion of an Annual Report is stipulated in the <a title="Governance Code" href="http://www.governancecode.ie/" target="_blank">Code of Governance</a>, a code for the voluntary sector created by a group of interested individuals including, Chris White, the CEO of Boardmatch. In order to ensure that good corporate governance standards are up-held, Boardmatch has pledged to comply with all the terms set out in the Code of Governance and the completion of an Annual Report is a major step towards this end.<br />

<p>This question will help to identify how passionate the potential board member is about your cause. A board member who is truly passionate about the cause he/she is working towards will often commit more wholeheartedly to the board and their duties as a board member.<br />

<strong>2. How much time can you give?</strong></p>
<p>It is important to find out whether or not the potential board member will be able to commit the time necessary. This is a question that must be asked to all potential board members during the recruitment stage as an absentee board member is bad for the board and the organisation as a whole.<br />

<strong>3. What skills or expertise would you bring to the board?</strong></p>
<p>In order to ask this question, the organisation must first be aware of what skills it already has on the board and what skills it is in need of. In To do this, it is advisable that all boards carry out a skills audit. The aim is to have a board with a broad and varied skill set so it is essential that you take time to identify where the board is lacking.<br />

<strong>4. Do you have any previous experience volunteering with a not-for-profit organisation?</strong></p>
<p>This question is useful in the sense that it will give you an insight into the candidate’s interest and involvement in the not-for-profit sector. It is also important to find out if the candidate has any previous experience in a board member role.<br />

<strong>5. What expectations do you have of us as an organisation?</strong></p>
<p>It is important that both you and the candidate are aligned in terms of what the expectations are of the organisation.
